Implementation of the new EU AML-package for notaries

Notaries, as state appointed public officials, are reliable and essential partners of the state in the fight against money laundering (ML) and terrorism financing (TF). Preventing ML and TF has become a key responsibility of European notaries.

The new European AML package will harmonize AML rules across the EU. This will create a level playing field and make the EU’s joint efforts in combating ML/TF even more effective. To achieve this goal, the new AML package will establish a EU-wide single rulebook. This will have a significant impact on the notaries’ profession.

There is a high demand for training in this area; providing training on these topics is one of the main objectives of the Council of the Notariats of the European Union (CNUE). On 22 May 2025 a conference, organised by the CNUE and the Royal Dutch Association of Civil-law Notaries (KNB), was held in Maastricht as part of the EL@N II project, co-financed by the European Union. This book reflects the contents of the conference.
